Welcome from the Director of Adult Education and Literacy
Welcome to this special flash edition of OCTAE Connections devoted to National Adult Education and Family Literacy Week.
Last week, we highlighted the life-changing difference that adult education programs are making in communities across America. It provides an opportunity to raise awareness about the difference that adult education makes in the lives of people who need the services that adult education provides.
Adult education programs serve people from different walks of life. Individuals who had their education interrupted before completing high school, refugees displaced by wars and violence, immigrants seeking to build new lives in a foreign country, returning citizens reentering communities after incarceration, and young adults who discover that they cannot succeed without education and skills are just a few examples of individuals whose lives are touched by Adult Education. As we strive to connect current and future generations of American workers for rewarding careers, there should be as many paths to success as there are individuals to pursue them.
The diversity of our country continues to grow, and adult education demographics reflect those shifts. Although adult education has a strong history of serving individuals of color, students of color enrolled in adult education increased by 10% in the last 10 years, and now make up 78% of the student population.
The needs of adult learners have also changed, triggering a change in the services that programs offer from efforts to increasingly integrate basic skills instruction with occupational training to the development of pre-Apprenticeship programs that have the potential to increase the diversity of workers in high demand occupations. These accomplishments are significant and the team at OCTAE is grateful that we have been a part of this journey with you.
I urge you to take time to reflect on your accomplishments that have collectively helped millions of adult learners to realize their dreams more fully. National Adult Education and Family Literacy Week is a time to honor adult learners across America and to share their stories of courage and persistence.

Teaching the Skills That Matter in Adult Education – Cohort 4 Call for Applications!

In honor of Adult Education and Family Literacy week, American Institutes for Research announced the Teaching the Skills that Matter in Adult Education (TSTM) Cohort 4 call for applications! The TSTM Project trains teachers to integrate the skills that matter to adult students using approaches that work across critical topics. Using the project's tools and training, adult education teachers can teach the transferable skills students need in these critical contexts.
Cohort 4 is currently open for up to 10 states to participate in the virtual professional development training. Each State may nominate up to five participants: four teachers and one State professional development leader. Over a period of 8 months, teachers will receive high-quality training and coaching, learning and applying ready-to-use, practical teaching strategies. Applications must be filled out by the State adult education director (or appropriate designee). Applications are due on Monday, September 27, 2021. States will be notified of their selection for TSTM Cohort 4 by October 1, 2021. To apply for the TSTM training program and for additional information, please visit our website.
In its 4th year, the TSTM project has provided training to adult educators from 23 states and has hosted two virtual conferences with attendance of over 1,000 adult educators each year.

To help adult education providers develop and deliver pre-apprenticeship programs, the Department will host a virtual workshop on September 23, 2021. The workshop will share learnings from the recent Rethink Adult Ed Challenge and preview the Department’s new self-paced online learning course. Through the national challenge, the Department helped adult education providers across the country create high-quality designs for programs that better prepare learners for apprenticeships.
The Creating Adult Pre-apprenticeships course is designed to help adult education providers develop new programs, as well as support providers who are refining existing pre-apprenticeships or implementing similar integrated education and training programs. It will include examples and resources that are relevant to a range of adult education providers and a variety of industries.
The upcoming workshop will culminate with a live Q&A, and attendees are encouraged to submit questions in advance to hello@rethinkadulted.com.

New Data Highlights
The National Reporting System (NRS) database contains accountability information about the national adult education program authorized under Title II of the Workforce Innovation and Opportunity Act (WIOA). It includes data on the performance of adult education programs, financial details, and student characteristics, nationally and by state.
Three new NRS infographics provide an “at-a-glance” overview of key findings from the NRS data, including findings on student enrollment and demographics, teacher and provider characteristics, and a summary of student outcomes in recent years.
The Adult Education and Family Literacy Act (AEFLA) supports programs that help adults get the basic skills they need including reading, writing, math, English language proficiency, and problem-solving to be productive workers, family members, and citizens. National Adult Education and Family Literacy week highlights the life-changing difference that adult education programs are making in communities across America. As you can see there is much to be excited about and celebrate during these unprecedented times. This week’s focus has been to lift-up and celebrate all those who are providing learners the right knowledge and skills, at the right time, for the right next step in their career and life, as well as the many National Leadership Activities that support States and local adult education programs and their learners.
